The Department of the Interior and Local Government (DILG) on Wednesday urged all local government units (LGUs) to intensify energy conservation efforts by implementing the Government Energy Management Program (GEMP) under Republic Act 11285, or the Energy Efficiency and Conservation (EEC) Act.

The DILG made the statement in support of President Ferdinand R. Marcos Jr.’s call to promote energy efficiency in the public sector.

Under Memorandum Circular 2025-515, the DILG directed LGUs to craft a Local EEC Plan that outlines specific conservation strategies, target cost reductions, and motor vehicle inventories.

LGUs, except barangays, are also enjoined to establish an EEC Office within their planning and development units, funded under their general appropriations.

Local chief executives are likewise enjoined to issue an executive order or memorandum formalizing EEC protocols in government buildings and facilities.

GEMP is a government-wide initiative aimed at reducing electricity and fuel consumption in all government agencies through efficient use of energy resources, including electricity-saving measures and fuel efficiency in the operation of government vehicles. (PNA)
